
Under the the National Agreement, The Programme for Prosperity and Fairness, the government committed itself to tackling the spatial concentration of poverty and exclusion in urban areas. In order to do so, the RAPID ( Revitalising Areas by Planning, Investment & Development) programme was launched in 2001. Within the first phase of RAPID, twenty - five areas in main urban centres nationally were identified for inclusion in the programme. Of the twenty –five 3 were located in West Tallaght and one in North Clondalkin.
The RAPID area for West Tallaght comprises the Electoral Divisions of Fettercairn, Killinarden ( including Cushlawn ) and Jobstown. The North Clondalkin RAPID area serves twelve local authority estates, grouped in three sub-areas: Quarryvale, Rowlagh and Moorfield.
RAPID provides for investment and development relating to youth development, unemployment, childcare and community facilities, drug misuse, housing, education, health and policing. . An Area Implementation Team has been established in both Tallaght and Clondalkin comprised of residents of the local community, State Agencies and Local Development sectors. This team decides how best to address local problems and ensure the provision and co-ordination of services and investment over the term of the programme. A Local Co-ordinator supports the Implementation Team and a County Monitoring Group comprising State Agency personnel, local development agency representatives, social partners and local public representatives monitor the implementation of the programme.

The West Tallaght RAPID Health Strategy Group launched their report on “Community Participation in Primary Care” on Wednesday 2nd June. Speakers on the day included Mayor Mick Duff and Adrian Charles, Manager of HSE South West and members of the group.
